(A) It shall be unlawful for the owner of any property in the city to allow branches of his or her trees or shrubs to hang lower than eight feet above any sidewalk or street within the city.
(B) It shall also be unlawful to allow plants or shrubs to grow up or to extend onto any street, sidewalk, or traffic sign or street sign which will obstruct the passage or view of vehicular or pedestrian traffic.
