§ 92.03 DUMPING OF RUBBISH, YARD WASTES.
   It shall be unlawful for the owner or occupant of any property in the city to dump rubbish, leaves, branches, grass clippings, shrubbery, prunings, or any other trash in the drainage areas or ditches within the common areas, easements, and/or the public areas in the city, other than as permitted by sanitation services.
