161.06    RULES FOR INTERPRETATION OF FLOOD HAZARD BOUNDARIES.
   The boundaries of the zoning districts shall be determined by scaling distances on the Official Flood Plain Zoning Map. When an interpretation is needed as to the exact location of a boundary, the Zoning Administrator shall make the necessary interpretation. Any person contesting the location of the district boundary shall be given a reasonable opportunity to present his or her case and submit technical evidence.
