The purpose of this chapter is for the regulation of the use of public rights-of-way in the interest of public safety and convenience, and the operation and protection of public works infrastructure. Excavation and restoration standards are required to preserve the integrity, operational safety and function of the public right-of-way. The following sections shall be made a part of the specifications for any and all work or use within an existing or future public right-of-way.
