It is unlawful for any person to obstruct, deface or injure any street or alley in any manner. Parades and other special events addressed through other administrative processes shall not be considered obstructions but shall be regulated in accordance with the Traffic Control Ordinances and the Special Events Policy of the Fire Department and Police Department of the City.
