No person shall install, alter, add to, repair, relocate, replace, or maintain any mechanical system within the City unless such person is licensed and insured as required by the State of Iowa and has obtained a permit for said mechanical work as provided by Chapter 158 of this Code of Ordinances. Those exempt from this licensure by the State of Iowa shall also be exempt from licensure in the City.
