It is unlawful for any person to possess, distribute, provide, give away, sell, offer or advertise for sale, or publicly display for sale any illicit synthetic drug. Any owner, property manager or lessee of any premises where such unlawful activity takes place may be deemed to have engaged in such unlawful activity, despite not actively participating in such unlawful activity, if that owner, property manager or lessee knew, or reasonable should have known, such unlawful activity was occurring on the premises.
