The purpose of this chapter is to protect the public health, safety and welfare by establishing rules, standards and regulations and requirements for the continued use and maintenance of plumbing, mechanical, electrical and fire protection systems in all existing residential and nonresidential structures, together with the land on which they are situated, to prevent blight and deterioration of neighborhoods, and establish the responsibilities of owners, operators and occupants of any property within the jurisdiction of the village.
