A. The purpose of this chapter is to protect and preserve the physical and mental health of the citizens of the village and to promote the general safety and welfare of the citizens by establishing minimum standards, rules, regulations and procedures for the location, construction, design, reconstruction, maintenance and installation of buildings and structures, basic equipment and facilities for light, plumbing, ventilation and heating, and provide safety from fire; to establish the responsibilities of owners, operators and occupants of buildings and structures; and to provide for the administration and enforcement thereof.
B. It shall be unlawful for any person, firm, corporation or other business entity to do any building construction regulated by this chapter in any way other than that authorized by this chapter and the technical codes as adopted and modified hereby.
C. The requirements contained in this chapter covering the maintenance of buildings and structures shall apply to all buildings or structures erected, constructed, reconstructed or altered after March 1, 2009. All buildings or structures, and all parts thereof, shall be maintained in a safe condition, and all devices or safeguards which are required by this chapter during the construction, alteration or repair of any building shall be maintained in good working order.
