Notes:
   1.    In all instances that a repair is made by the Village on a water service line, in the ROW the Village will be responsible for paying for materials.
   2.    In all instances that a property owner must hire a plumber for repairs the property owner will be responsible for paying for all materials, and the cost of the plumber.
