9-4-2: METERED SERVICE REQUIRED; ACCESS:
   A.   No free service of the combined waterworks and sewerage system of the Village shall be furnished to any user, whether said user is a person, firm, organization or corporation, public or private. Every user of the combined waterworks and sewerage system of the Village shall have a metered water connection to said system, and every such water meter shall be sealed. It shall be the duty of the Public Works Superintendent to maintain all meters of said system in good and accurate working condition, and to replace all meters as he shall determine have become inaccurate or faulty. Also, he shall report the master meter reading to the Village Treasurer on the first of each month. (Ord. 1999-11, 10-4-1999)
   B.   All newly installed meters from and after July 15, 1981, shall include an outside reading dial. From and after said date, the Public Works Superintendent is authorized and empowered to notify water customers who do not have an outside reading dial that such device, together with replacement meter as may be required, shall be installed by the Village with a charge for the dial being included in the water meter fee as determined by section 9-4-13 of this chapter. The Superintendent is authorized to notify, thirty (30) days in advance, the customers whose meter and outside reading dial are to be replaced so that reasonable arrangements can be made with the owner of the premises for access to the same at specified times.    C.   It shall be the responsibility of the occupant and owner of any premises, after the said thirty (30) day notice, to give access to the premises by appointment to do the work during the normal working hours of the Public Works staff so that the replacement meter and outside dial can be installed. Failure or refusal to give access after reasonable notice may be the basis of discontinuance of service after a disconnection notice is issued by the Public Works Superintendent.    D.   It shall be the responsibility of the occupant and owner of any premises to prevent abuse and/or neglect to water meters provided by the Village. This abuse and/or neglect includes, but is not limited to, damage caused as the result of the freezing of water lines and pipes or any other weather related act, or physical act, whether intentional or unintentional. Should damage occur to a water meter provided by the Village, as provided in this subsection, the occupant and owner shall be liable in the amount as provided in section 9-4-13 of this chapter.
