9-4-1: DEPOSIT REQUIREMENTS:
   A.   Deposit Required: No water and/or sewer service shall be provided to a new or reconnected user of the system unless and until the following criteria are met:
      1.   Such user shall deposit the amount set forth in section 9-4-13 of this chapter with the Village Treasurer or his duly authorized designee;
      2.   Any and all outstanding water account balances of the user have been made current; and
      3.   For leased or rental properties, no new account can be established on such property until any and all outstanding balances affiliated with such property are paid in full.
   B.   Refund Of Deposit: All deposits provided for in subsection A of this section shall remain with the Village and shall apply to the final bill of the water service account holder with any remaining deposit monies being returned to the water service account holder after application of the deposit to the final bill. In the event that the water service account holder cannot be located for refund, the Village shall submit the water deposit to the Illinois Secretary of State's Office of unclaimed property office or I-cash.
