All devices and signs, when installed upon any street by direction of the village board of trustees, shall be deemed to be notice to all persons using any such highway, street or alley within the corporate limits of the village of the regulations applicable thereto, and the failure to control any vehicle by any such person in accordance with such traffic control device or sign shall be deemed to be a violation of this title.
