Any two (2) or more persons who shall assemble in the Village for an unlawful purpose, or who, being assembled, shall act in concert to do an unlawful act with force and violence against the property of the Village, or the personal property of another, or against the peace, or to the terror of the citizens or other persons in the Village, or who shall make any movement or preparation thereof, shall be in violation of this chapter and shall be subject to the penalties hereof.
