6-2-5-1: RUNNING AT LARGE:
   A.   It is unlawful for any person to permit any dog or cat to run at large in the village unless the dog or cat is on the premises of the owner. Any dog or cat which is unsupervised and is in any street, alley, sidewalk, or public place without being restrained shall be deemed to be running at large.
   B.   It shall be unlawful for the owner of any dog or cat or anyone having a dog or cat in his possession not to keep the dog or cat from running at large, and all dogs or cats shall be kept under restraint and control at all times while the animal is off of the premises of the owner(s), possessor(s) or custodian(s). For the purposes of this subsection, a dog or cat is under restraint and control when:
      1.   It is securely confined within a vehicle, parked or in motion; or
      2.   It is properly confined within a secure enclosure with the permission of the owner of the property where the enclosure is located; or
      3.   It is physically controlled at all times by the owner or authorized person with a chain, cord or leash of sufficient strength and connection to the animal to prevent escape. (Ord. 2008-37, 11-3-2008)
