The purpose and intent of this chapter is to provide for the administration of the conduct of sale and consumption of beer, wine and other alcoholic beverages in the village of Heyworth and to provide regulations and procedures for the issuance, administration and revocation of licenses and permits for the retail sale of beer, wine and other alcoholic beverages in the village of Heyworth in order to promote the health, safety and welfare of the people in the village of Heyworth.
