2-4-4: POWERS AND DUTIES:
The Park and Recreation Advisory Committee shall serve as an advisory committee, making recommendations to the Village Board for the following park and recreational items:
   A.   Park master planning: Help create, and thereafter at least annually, review and make recommendations for updates to the Parks Master Plan for the Village.
   B.   Budget, financial, and strategic planning: Make long-term, strategic recommendations regarding park land and recreation programs as well as short-term recommendations on specific matters for the Park and Recreation Department and special events budget, including existing and proposed park facilities for the purpose of identifying appropriate improvements, expansions, and renovations.
   Recreation Department on matters related to the development and operation of recreation programs, playgrounds, facilities, and parks, and to make such recommendations with regard to such matters as the Board determines are necessary and desirable, including, but not limited to, reviewing annually those portions of this Code related to parks and recreation and to recommend to the Board of Trustees any appropriate changes thereto.
   D.   Fee structures: Review, from time-to-time, fee structures related to the Parks and Recreation operations of the Village.
   E.   Volunteer procurement and coordination and resident communications: Serve, from time to time, as a liaison between residents and the Board of Trustees in order to communicate residents’ opinions, needs, desires, and interests related to parks and recreation. In addition, create, subject to the approval of the Board of Trustees, and maintain a communication plan for both internal and external communications; to survey residents about current recreational programs and additional programs needed and to make recommendations for future recreational facilities.
   F.   Communication with the Village Administration, Parks Committee, and Village Board: Meet with members of the Village Administration, Parks & Recreation Standing Committee, and Board of Trustees and discuss issues related to parks and recreation, and to have a Park and Recreation Advisory Committee representative attend meetings of the Parks & Recreation Standing Committee and Board of Trustees, or as otherwise appropriate, to give updates of the activities of the Park and Recreation Advisory Committee as well as assist in carrying out other matters requested by the Village Administration and Village Board related to Parks and Recreation.
