1-9I-4: POWERS AND DUTIES:
The Superintendent of Streets and Drainage shall perform all duties necessary for the appropriate and efficient operation of the Street Department of the Village, including, but not limited to, the streets, alleys, right-of-ways, culverts, parks, stormwater detention and drainage. Such duties provided for in this section may be supplemented, modified or amended by amendment of this chapter, or such other necessary enactments or adoptions by the Mayor and the Board of Trustees from time to time. In connection therewith, the Superintendent shall:
   A.   General Duties:
      1.   Be responsible for the direct supervision, subject to the general supervision of the Mayor or Mayor designee, Village Administrator, and Director of Public Works, of Streets and Drainage Department ("street") employees;
      2.   Oversee the activities and projects necessary to maintain the day-to-day street, rights-of-way (excluding general lawn maintenance if there is another department maintaining such), culverts, and drainage functions and operations;
      3.   Recommend to the Director of Public Works or other supervisor or Board of Trustees such measures deemed in the best interest of the Street Department and operations;
      4.   Implement and carry out the direction and procedures established by any Street Department Supervisor or by ordinance or resolution of the Board of Trustees;
      5.   Assist in the planning and supervision of the Village streets and alleys, sewer, rights-of-way, sidewalks, and drainage;
      6.   When requested, attend the meetings of the Board of Trustees, standing committees of the Village, and other various Village boards and commissions, with authority to participate and assist in the discussions, but without right to vote;
      7.   Coordinate resources and personnel with other departments in Public Works to ensure the efficient operation of the Public Works Department; and
      8.   Perform other duties as may be required by the Superintendent of Streets and Drainage Supervisors and action of the Board of Trustees consistent with law and ordinances of the Village.
   B.   Personnel Duties:
      1.   Assist with managing Street Department personnel functions and ensure compliance with all applicable Federal and State employment and labor laws and regulations;
      2.   Assist in the recruiting, screening and evaluating all candidates for employment with the Village Street Department;
      3.   Assist with developing work schedule plans for the Street Department employees, and supervise implementation of those work schedule plans;
      4.   Assist with Street Department employees performance reviews for presentation to supervisors; and
      5.   Administer Village personnel procedures and policies and recommend changes of such to the Director of Public Works or other appropriate supervisor when deemed appropriate. (Ord. 2015-39, 8-20-2015)
