The total number of licenses issued within the village shall not exceed ten (10) in number; provided however that there shall only be available within the village two (2) class A licenses; one (1) class B license; one class C license; two (2) class D licenses; one class E license; one class F license; and, two (2) class G license. Further provided however, that no license shall be refused to any licensee in good standing as of April 30 of any year hereafter if such licensee requests a new license and is eligible to receive the same. No license shall, however, be issued to any applicant other than a licensee in good standing at the end of any license year until such time as the total number of licenses issued is less than ten (10) in number.
