8-1-10: DEMOLITION:
Any person desiring to demolish a building or structure shall file first with the village clerk an application for a demolition permit which shall contain the following:
   A.   A sketch showing the location of the proposed demolition. The sketch will include locations of septic systems, cisterns, buried fuel tanks, water lines, sewer lines, electrical lines, gas mains and/or lines, and any other utility lines on the property on which the structure is to be demolished.
   B.   The name and address of the owner of record of the lot or lots upon which demolition is to take place and the consent of such owner to such proposed demolition, if the application is submitted by any person other than the said owner.
   C.   The name and address of the person who is to perform the proposed demolition.
   D.   The fee for a demolition permit shall be fifty dollars ($50.00). The applicant shall also furnish the village with a five thousand dollar ($5,000.00) surety bond issued by an insurance or bonding company licensed to do business in the state of Illinois and evidence of liability insurance in an amount of not less than five hundred thousand dollars ($500,000.00) for personal injury or property damage. The village shall be named as an additional insured on said policy during the period in which the demolition and removal of debris takes place.
Demolition permits shall be valid for a period sixty (60) days from date of issue. Upon request of the applicant (demolition permit holder) the village may issue an extension of the demolition permit which shall be valid for a period of sixty (60) days. The village shall charge the applicant/permit holder a fee of two hundred fifty dollars ($250.00) for any such extension. Any such extension shall only be valid as to the property for which the original permit was issued.
   E.   Said permits shall expire sixty (60) days from the date of issuance unless otherwise provided for in this code.
   F.   The applicant/holder of the demolition permit shall be responsible for removal of all debris resulting from the demolition. All such debris shall be removed from the property on which the demolition occurred within ten (10) days of the completion of the demolition.
   G.   Any person demolishing any structure without having first obtained a demolition permit as provided for herein may be fined not less than one hundred dollars ($100.00) and not more than five hundred dollars ($500.00) for each day such demolition occurs without having obtained a permit. In addition, any person failing to remove debris from the property on which the demolition occurred may be fined not less than one hundred dollars ($100.00) and not more than five hundred dollars ($500.00) for each day such debris remains on the property after its removal is required by subsection F of this section.
