If at any time in order to properly enforce the requirements of the building and/or zoning codes of the village, the building inspector determines that the location of the property lines on which any construction, alteration or preparation work is being done need to be determined, said landowner, at his expense, shall locate and stake said property lines at such locations specified by the building inspector.
