7-3-5: NO PARKING:
   A.   General Restrictions: No parking shall be allowed in the areas and at the times as follows:
      West side of North Main Street beginning at intersection of North Main Street with State Route 115 and proceeding south to the north right of way line of the one-way exit located on the Herscher community unit school district property, from eleven o'clock (11:00) A.M. through two o'clock (2:00) P.M. on school days.
      East side of North Main Street beginning at the intersection of North Main Street with State Route 115 to the intersection of North Main Street with Fourth Street, from eleven o'clock (11:00) A.M. through two o'clock (2:00) P.M.
      The thirty seven feet (37') extending north of East Fourth Street on the east side of North Main Street during school hours.
      The fifty one feet (51') extending south of East Fourth Street on the east side of North Main Street during school hours.
      North side of West Kankakee Street from South Main Street to South Oak Street at all times.
      West side of the alley located next to the village water tower and treatment plant at all times.
      The twenty three feet (23') extending west of North Mulberry on the south side of Tobey Drive at all times.
      All areas designated by yellow curbing as no parking areas throughout the village. (Ord., 11-18-1991)

      The north side of Kankakee Street from South Oak Street, east to the entrance of Herscher Grain Corporation at all times. (Ord. 97-3, 11-3-1997)

   B.   Residential Parking Only:
      Third Street north on Main to Fourth Street on the east side of the street.
      South edge of 610 North Main Street north to the Amoco station, on the east side of Main Street.
      West side of Main Street from Route 115 to the north exit road at the high school.
   C.   Two Hour Parking:
      Fourth Street north on Main to the south edge of 610 North Main, on the east side of the street between nine o'clock (9:00) A.M. and four o'clock (4:00) P.M. (Ord. 02-2, 1-7-2002)
   D.   Disasters; Special Functions:
      1.   The chief of police shall have the authority to designate village streets as designated "no parking zones" during times of local disaster or during special functions, such as parades. During times of local disaster, the chief of police or his designee shall have the authority to tow any vehicles parked in any area that he may designate as no parking to an alternate location at the vehicle owner's expense. This may only be done during times of local disaster and only used to facilitate emergency vehicle traffic.
      2.   The chief of police shall also have the authority to designate no parking areas on village streets during times of special functions. These special functions include, but are not limited to, Corn Bowl and the Labor Day homecoming and parade. These "no parking" zones must be posted a minimum of twelve (12) hours before the event with the times that "no parking" is in effect stated on the posting. Also, the village shall post the designated "no parking" zones at the village hall a minimum of five (5) days prior to the event and list in a media outlet prior to the event. Vehicles parked in designated no parking zones during the designated times may be towed, at the vehicle owner's expense, to an alternate location. The village may also cite the registered owner for a fine of no less than twenty five dollars ($25.00) and no more than five hundred dollars ($500.00). (Ord. 02-3, 2-4-2002)
