Fourth Street between Main Street and Maple Street in the village shall hereinafter have parallel parking on the north and south sides of said street, and it is in the best interest for vehicular transportation and in the best interest of the safety of individuals traveling to and from the school and churches in the neighborhood and shall be illegal and unlawful for vehicles to be parked other than set forth herein.
