7-1-1: DEFINITIONS:
For the purposes of this chapter, the following words and phrases shall have the meanings respectively ascribed to them by this section:
ABANDONED VEHICLE: Any vehicle which is left at any place for such time and under such circumstances as to cause the vehicle reasonably to appear to have been abandoned.
INOPERABLE VEHICLE: Any motor vehicle from which, for a period of at least three (3) days, the engine, wheels or other parts have been altered, damaged or otherwise so treated that the vehicle is incapable of being driven under its own power, or cannot reasonably be made to operate under its own power, or cannot be legally operated upon any street for any reason including, but not limited to, the failure to have displayed a current valid registration and/or proof of insurance. "Motor vehicle" as used herein shall be defined in the motor vehicle code of the Illinois Compiled Statutes as from time to time amended. Exceptions to the foregoing shall be any motor vehicle or part thereof which is completely enclosed within a building in a lawful manner where it is not visible from the street or other public or private property, or any vehicle or part thereof which is stored or parked in a lawful manner on private property in connection with a legally operating commercial business of the property owner, lessor or occupier.
PROPERTY: Any real property within the village which is not a street or highway.
STREET OR HIGHWAY: The entire width between the boundary lines of every way publicly maintained when any part thereof is open to the use of the public for purposes of vehicular travel.
UNLICENSED/UNREGISTERED VEHICLE AND/OR TRAILER: A vehicle not bearing and/or displaying a current and valid Illinois registration sticker or stickers and plate or plates, or an Illinois temporary registration permit, or a drive-away or in- transit permit, issued therefor by the secretary of state; or a vehicle not bearing and/or displaying a current and valid registration sticker or stickers and plate or plates, or a temporary registration permit, or a drive-away or in-transit permit, issued therefor by another state vehicle licensing authority.
VEHICLE: A machine propelled by power other than human power designed to travel along the ground by use of wheels, treads, runners or slides and transport persons or property or pull machinery and shall include, without limitation, automobile, truck, trailer, motorcycle, tractor, buggy and wagon.
