Charges for water service shall be made on a monthly basis. All statements of such charges shall be rendered as of the first day of the monthly period within fifteen (15) days after the rendition thereof, after which a penalty of ten percent (10%) of the unpaid balance of said bill shall be charged and collected as part of the bill.
