No person shall place or throw any stone or sticks, logs, stumps, manure or other articles, rubbish or materials in, over or upon any street, avenue, alley or highway of this village so as to obstruct the travel, endanger life or limb or the injury or destruction of property, or throw or deposit manure, ashes, dirt or rubbish of any kind in the gutters of the village.
