There shall be and there is hereby established a minimum charge for operation, maintenance, and replacement and a basic user rate for the use of and for service supplied by the wastewater facilities of the village.
(A) A minimum charge, in an amount as set by the Board, for operation, maintenance, and replacement shall be applied to all users whose water consumption does not exceed 1,000 gallons per month.
(B) A basic user rate, in an amount as set by the Board, for operation, maintenance, and replacement shall be applied to all users for water consumption in excess of 1,000 gallons per month.
(C) Additionally, a charge, in an amount as set by the Board, shall be assessed all sewer users living outside the village limits.
