(A) Established; use and service.
(1) There are hereby established monthly charges for the use and service of the village water system and service.
(2) These charges are as follows:
(a) Fifteen dollars and sixty-seven cents for the first 1,000 gallons consumed; and
(b) Six dollars per 1,000 gallons, or fraction thereof, consumed above the first 1,000 gallons.
(B) Surcharge for storm water improvements.
(1) There is hereby imposed a monthly surcharge of $1.89 on each water and sewer customer within the village to be used for storm water improvements within the village.
(2) All monthly surcharge receipts collected pursuant to this division shall be kept in a separate fund and shall be applied first in the payment and discharge of the principal and interest on any money borrowed and used in the construction of storm water improvements within the village. Any surplus may be applied in such manner as the corporate authorities may direct.
(3) The surcharge imposed pursuant to this division shall be added to the monthly water bill of each and every water and sewer customer within the village and shall be collected in the same manner as water bills are collected pursuant to the Illinois Municipal Code and ordinances of the village.
(4) This division shall be in full force and effect upon its passage, approval, and publication in pamphlet form (which publication is hereby authorized) as provided by law. Fee is to start on August 1, 2016.
