In case of an underground leak on the customer’s side of the meter that has been verified by a village employee of the Water Department, which leak causes a monthly water bill of more than twice the average monthly water bill (based on bills for the prior 12-month period), the customer’s monthly water bill shall be adjusted to be twice the average monthly water bill. A water bill adjustment for a leak shall only be allowed every three years per customer.
