(A) Every new customer of the village waterworks system shall pay a deposit to the Village Clerk with his, her, or its application for service in the amount of $100 plus a non-refundable connection/turn on fee of $25. Upon permanent disconnection from the water service, this deposit shall be used to pay any outstanding bill with any balance being returned to the customer without interest. This deposit shall not be used to pay a delinquent bill unless service is being terminated on a permanent basis.
(B) Any customer who has had his or her water shut off and the $100 deposit was returned shall pay a $100 deposit again if water service is requested.
(C) Any customer who has had his or her water service terminated by the village twice in any 12-month period shall pay a deposit of $100 to the Village Clerk before water service will be turned on unless there is a record in the village office that the customer has paid the $100 deposit previously.
