§ 30.02 PRESIDENT PRO TEM.
   (A)   In accordance with the law of the State of Illinois the Board may elect one of their members to serve as President Pro Tem when the Mayor is temporarily absent due to an incapacity to perform official duties.
   (B)   The Board may elect a President Pro Tem prior to the temporary absence or incapacity of the Mayor; however, such President Pro Tem shall not perform the duties or possess the rights and powers of the Mayor unless the Mayor shall formally communicate to the Village Clerk that the Mayor is or will be temporarily absent because of an incapacity and unavailable to perform official duties and such communication shall designate the date such absence or incapacity shall begin and the date such absence or incapacity shall terminate.
   (C)   The President Pro Tem shall perform the duties and possess all the rights and powers of the Mayor during the period of lime designated in the communication from the Mayor to the Village Clerk.
   (D)   In the event the Mayor is incapacitated or disabled to such an extent that the Mayor cannot communicate the dates of incapacity, absence, or disability to the Village Clerk, then the Board may, by a majority vote, determine the period of incapacity or disability which shall continue until the Mayor is able to communicate his capacity and ability to perform his or her official duties at which time the President Pro Tem shall no longer perform the duties and possess all of the rights and powers of the Mayor.
