For the purpose of this chapter, the following definitions shall apply unless the context clearly indicates or requires a different meaning.
ABANDONED MOBILE HOME. A mobile home that has no owner currently residing in the mobile home or authorized tenant of the owner currently residing in the mobile home to the best knowledge of the municipality; has had its electricity, natural gas, sewer, and water payments declared delinquent by the utility companies that are providing such services; and for which the Mobile Home Privilege Tax, imposed under the Mobile Home Local Services Tax Act, being 35 ILCS 515/1 et seq., is delinquent for at least three months.
DEPARTMENT. The Illinois Department of Public Health.
MOBILE HOME. A structure which has self-contained toilet and bath or shower facilities, and which is designed for habitation and so constructed as to permit its transport on wheels, temporarily or permanently attached to its frame, from the place of its construction to the location, or subsequent location, at which it is intended to be a permanent habitation and designed to permit the occupants thereof as a dwelling place for one or more persons. The term MOBILE HOME shall include manufactured homes constructed after June 30, 1976, in accordance with the Federal National Manufactured Housing Construction and Safety Standards Act of 1974 (42 U.S.C. §§ 5401 et seq.).
PLUMBING CODE. The minimum code of standards for plumbing and amendments thereto as promulgated by the Illinois Department of Public Health (225 ILCS 320/35), hereinafter called the PLUMBING CODE.
