The Village Board hereby declares junk yards, as defined in the Junkyard Act, 415 ILCS 95/0.01 et seq., to be nuisances and prohibits the establishment, location, operation, maintenance, or use of any junk yard on any property located within the corporate limits of the village unless the junk yard is completely enclosed on all sides and under roof, is fully screened from view from adjacent property and Broadway Street, and has been approved by the Village Board.
