The village hereby appoints the Village Clerk to have supervision of dogs in the village and the Animal Control Officer shall have the duty of seeing to the enforcement of regulations as to dogs in the village as are hereinafter set forth, established and approved for the village and that the following rules and regulations be and they are hereby adopted for the village with reference to the enforcement of said regulations for the said village.
