§ 91.20  DEFINITIONS.
   For the purpose of this subchapter, the following definitions shall apply unless the context clearly indicates or requires a different meaning.
   AGRICULTURAL WASTE.  Any refuse, except garbage and dead animals, generated on a farm or ranch by crop and livestock production practices including such items as bags, cartons, dry bedding, structural materials and crop residues, but excluding landscape waste.
   BURN BARREL.  A 55-gallon steel barrel.
   CONSTRUCTION OR DEMOLITION DEBRIS.
      (1)   Non-hazardous, uncontaminated materials resulting from the construction, remodeling, repair, and demolition of utilities, structures, and roads, limited to the following: bricks, concrete, and other masonry materials; soil, rock, wood, including non-hazardous painted, treated, and coated wood and wood products; wall coverings plaster, drywall, plumbing fixtures, non-asbestos insulation, roofing shingles and other roof coverings, reclaimed asphalt pavement, glass, plastics that are not sealed in a manner that conceals waste; electrical wiring and components containing no hazardous substances and piping or metals incidental to any of those materials; and
      (2)   CONSTRUCTION OR DEMOLITION DEBRIS does not include uncontaminated soil generated during construction, remodeling, repair, and demolition of utilities, structures, and roads; provided, the uncontaminated soil is not commingled with any general construction or demolition debris.
   GARBAGE.  Refuse resulting from the handling, processing, preparation, cooling, cooking, spoiling, and consumption of food and food products, table leftovers, plastic packaging, and diapers.
   HOUSEHOLD WASTE.  Waste generated from a single home, including refuse, but does not include landscape waste, garbage, construction or demolition debris, used furniture, appliances, automobile parts, or trade waste.
   LANDSCAPE WASTE.  Any vegetable or plant refuse, except garbage and agricultural waste. The term includes trees, tree trimmings, branches, stumps, brush, weeds, leaves, grass, shrubbery and yard trimmings. The term excludes household waste, garbage, and trade waste.
   OPEN BURNING.  The combustion of any matter in such a way that the products of the combustion are emitted to the open air without originating in or passing through equipment for which a permit could be issued under 415 ILCS 51/9(b) and (c) of the Environmental Protection Act.
   REFUSE.  All discarded or abandoned matter that is not garbage.
   TRADE WASTE.  Any refuse resulting from the prosecution of any trade, business, industry, commercial venture, utility, or service activity, and any government or institutional activity, whether or not for profit. The term includes landscape waste but excludes agricultural waste.
