The majority of a committee created under this Chapter shall constitute a quorum. Not less than a quorum of the committee may transact any business or conduct any proceedings before the committee. The committee may adopt and amend rules and regulations governing policy and procedure, as long as rules and regulations do not violate any statutes, the City Charter, ordinances or the enacting resolution. If the enacting resolution does not so provide, the committee shall decide the frequency of the meetings and the times at which the meetings shall be held. All meetings are open to the public. Special meetings may be called at any time by the chairperson or by three (3) committee members by written notice served to each member of the committee at least three (3) hours before the time for the proposed meeting.
