This subchapter shall become and be effective on or after January 1, 2013, subject to approval of a majority of the registered voters of the town, voting on the same in the manner prescribed by law; provided that upon approval of the voters as required above, this subchapter shall remain in effect and not be repealed unless repealed by a majority of the registered voters of the town voting to repeal the same in the manner as required by its approval.
