§ 152.055 ESTABLISHMENT OF DEVELOPMENT PERMIT.
   (A)   A floodplain development permit is hereby established.
   (B)   No development within an area of special flood hazard shall occur until the property owner and entity intending to complete the work have applied for such a permit and such a permit has been issued.
