Such licenses shall be issued by the town offices upon application therefor in writing, setting forth the name of the owner and/or operator thereof, and the proposed place of business, and the payment of a license fee as set forth in the Appendix of Fines and Fees. All such licenses shall be for a period of one year, except that such licenses shall be forfeited and expire at once upon the violation of any of the provisions of this chapter by the owner and/or operator of any such place.
