No person under the age of 21 years of age shall consume or possess with intent to consume any low point beer, as defined in O.S. § 37A-1-103, in any public place within the town. Any person under the age of 18 shall be subject to the jurisdiction of this subchapter and, if convicted, subject to the penalty provisions of this subchapter. Provided, the provisions of this section shall not apply when such persons are under the direct supervision of their parent or guardian.
