No person shall ride or drive any bicycle, tricycle or motorcycle in said parks, except upon the driveways thereof; and when passing another vehicle or pedestrian from the rear to the front, such person shall pass to the left side and at a moderate rate of speed. Bicycles, tricycles and motorcycles must not travel more than two abreast.
