Every library and reading room, or either of them, established under this chapter shall be used as such, and for such other public purposes as the Town Board of Trustees may deem proper, and shall always be subject to such reasonable rules and regulations as the Town Board of Trustees may adopt, in order to render the use of said library and reading room or rooms of the greatest benefit to the greatest number. Said Board may exclude from the use of said library and reading room, or either of them, any and all persons who shall willfully violate such rules.
