§ 97.02 LIBRARY BOARD.
   (A)   Established; number and terms of Directors. There is hereby created a Board of Directors for the government of and control of the public library. The Library Board shall consist of five directors, chosen by the Town Board of Trustees from the citizens of the town with reference to their fitness for such office. No director shall receive compensation as such. The directors of the Library Board shall hold office for a term of three years from May 1 following their appointment, and their terms shall be staggered. At the first regular meeting of the Board, the Directors shall cast lots for respective terms of one year, two years and three years; thereafter the terms of all directors shall be three years. The Town Board of Trustees may remove any director for misconduct or neglect of duty. Vacancies in the Library Board of Directors shall be filled in the same manner as original appointments.
   (B)   Organization. The Library Board, immediately after the appointment and qualification of its Directors, shall meet and organize by electing one director as president, one director as secretary, and by electing such other officers as the Board may deem necessary.
   (C)   Powers; Library Fund; personnel:. The Library Board shall adopt rules and regulations for its own guidance and for the governance and operation of the town library, not inconsistent with this chapter, which shall be subject to the approval of the Town Board of Trustees. The Library Board shall have control of the expenditure of all monies collected and placed to the credit of the Library Fund, and of the construction of any library building, and of the supervision, care and custody of the grounds, rooms or building constructed, leased or set apart for the library. All money received by the Board on account of the operation of the library, or otherwise, shall be paid by the Board to the Town Treasurer, who shall deposit the same in a special account, separate and apart from other money in the town treasury, to be designated the “Library Fund”. Such monies shall be paid out only upon warrants authorized by the Library Board. The Library Board shall have authority to establish a petty cash fund, not to exceed the sum of $100 at any one time, for use in maintaining the library, which money shall be expended by the librarian on forms prescribed and authorized by the Library Board. The Library Board shall have authority to appoint, and remove, a suitable librarian and necessary assistants, and to fix their compensation, all of which shall be subject to the approval of the Town Board of Trustees.
