The town utilities authority hereby finds and determines as follows.
(A) Connection to sewer. To properly protect the health of the citizens of the town it is desirable that all plumbing in the town be connected to the sanitary sewer of the town.
(B) Charges. In order to make sewer service available, it is necessary that a charge be made in order to pay for the sanitary sewer system and to service the same.
