(A) Interference. It is unlawful for any person not duly authorized by the town utilities authority or a member of the Fire Department in the town to open, turn on or off, interfere with, attach any pipe or hose to, or connect any thing with any fire hydrant or stopcock belonging to the town.
(B) Obstructing access. It is unlawful for any person to obstruct access to any fire hydrant in any manner whatsoever.
