Any person upon whom a citation is issued pursuant to this chapter shall appear at the County Clerk’s Office to admit, or deny, the violation within seven days of the issuance of the citation, or shall have delivered to his or her admission an entire penalty payment, or written denial, to the County Clerk’s Office within seven days of the issuance of the citation.
