(A) The County Board of Commissioners has found that a need exists for the financing of economic development and pollution control facilities in the county which is not being met by any existing city or town development commissions.
(B) Pursuant to I.C. 36-7-12-4, that the County Economic Development Commission be, and it hereby is, created and granted all powers and duties of such Commission as set forth in said I.C. 36-7-12-4.
