(A) Purpose. There is hereby established a department of County Engineering, and said Department shall be under the supervision of the County Highway Engineer, and divisions of said department shall be as follows:
(1) A Division of Highways, Bridges, and Streets;
(2) A Division of Traffic Safety;
(3) A Division of Subdivision Developmental Control; and
(4) A Division of Ditches and Drains.
(B) Policies. The Department of County Engineering shall work under the policies and directions established by the County Board of Commissioners, and shall aid and assist the Board in formulating policies and plans for the development of the divisions as established in divisions (A)(1) through (A)(4) above.
(C) Salaries, employment. The County Board of Commissioners shall employ and fix the salaries of personnel for the staff of the Department, and the divisions thereunder, in the manner prescribed by law for the appointment of employment of other county officers and employees.
