All cable companies operating within the county under franchise, license, or ordinance prior to the effective date of this chapter shall have a period of 12 months to conform to the provisions of this chapter. Failure of any such cable company to so conform, subject to the right of the Board of Commissioners to grant a time extension, shall constitute a violation of this chapter.
