All cable companies shall offer its services at the same price to all residents of the county, except that the cable companies may modify charges for installation of its system to individual residents. Nothing herein contained shall prohibit a cable company from offering a “special” service program to all members of a specific neighborhood or section of the county in the quest of increasing the cable company’s subscriber base in that neighborhood or section of the county.
